Le dessous des affaires

On retrouve des «frères» dans de nombreux scandales politico-financiers. L'idéal maçon serait-il perverti? Enquête

L'affairisme va-t-il faire perdre son âme à la franc-maçonnerie? Depuis deux siècles, les différentes obédiences vivent dans le secret. C'est leur règle. Mais la multiplication des affaires dans lesquelles des frères sont impliqués fait voler aujourd'hui ce secret en éclats et ouvrir les yeux sur ce monde mystérieux où le meilleur, les idéaux d'égalité et de fraternité, côtoie le pire. Ici, en marge de l'affaire Elf, ce sont des habits et des insignes frappés du compas et de l'équerre qui sont découverts lors d'une perquisition. Là, dans le dossier de la Mnef, ce sont plusieurs frères de la mystérieuse loge Spinoza qui apparaissent. Ailleurs, dans l'affaire des marchés truqués de la région Ile-de-France ou dans le scandale de la GMF, la mutuelle des fonctionnaires, les enquêteurs s'interrogent sur les liens maçonniques qui unissent certains des protagonistes.

Certes, il faut se garder de tout amalgame : seule une minorité des 110 000 francs-maçons français est impliquée dans les affaires. Mais rares sont aujourd'hui les dossiers politico-financiers où l'un d'entre eux n'apparaît pas. Le phénomène a pris une telle ampleur que les principales obédiences n'ont eu d'autre choix que de réagir et de lancer les prémices d'une «opération mains propres». «Le principe fondamental de la justice maçonnique est la conciliation, explique Simon Giovannaï, grand maître du Grand Orient de France, la plus importante obédience. Mais, face à certaines dérives, nous sommes obligés de sanctionner.» Cela peut aller jusqu'à l'exclusion pure et simple. Ainsi, selon nos informations, l'introuvable Alfred Sirven, l'homme clef de l'affaire Elf, membre de la loge les Vrais Amis fidèles, de Sète, en a été exclu en 1993; Jean-Marie Le Guen, ex-patron du PS parisien, cité dans le dossier de la Mnef, a été radié de la loge République en 1996. Un sort qu'a également connu l'ancien député maire de Béthune, Jacques Mellick, pris en flagrant délit de mensonge dans l'affaire OM-VA. Tout comme beaucoup d'autres personnalités, ainsi que le révèle L'Express. Enquête sur ces «frères» en affaires.

Le scandale de la Mutuelle nationale des étudiants de France (Mnef), qui a, notamment, entraîné la démission de Dominique Strauss-Kahn, est incontestablement le plus sensible du moment. Son véritable déclenchement a pourtant été retardé par les manœuvres d'un réseau franc-maçon. L'ancien patron de la mutuelle étudiante, Olivier Spithakis, aujourd'hui incarcéré, est en effet membre de la Grande Loge de France (GLF), tout comme quelques autres protagonistes de ce dossier. Au cœur de ce scandale politico-financier, on trouve Bruno Pelletier, un imprimeur soupçonné d'avoir réalisé de fausses factures. Lorsque la menace judiciaire autour de la Mnef se précise, certains frères impliqués dans l'affaire craignent que Pelletier ne fasse des révélations gênantes aux enquêteurs. En ce printemps 1998, l'imprimeur vit à Miami, en Floride, où il tient un restaurant. Mais sa carte de séjour arrive à expiration. Ne serait-il pas possible de le mettre à l'abri dans un endroit discret? Ses amis parisiens pensent alors à deux frères de la loge Spinoza qui vivent au Togo. Ils vont organiser l' «exfiltration» de Pelletier, qui, après un détour par Cuba et Israël, débarque à Lomé le 3 avril 1998. Ses deux «amis» lui ont déniché un hébergement et mettent à sa disposition 250 000 francs en liquide. Ils ont même été à deux doigts de lui acheter un restaurant, Le Galion...

Certaines obédiences sont plus promptes à sanctionner. Ainsi le Grand Orient a-t-il failli dissoudre purement et simplement certaines loges. Ce fut le cas d'Echo 1 et Echo 2, deux ateliers maçonniques nîmois. «Echo 1 et Echo 2, c'est la loge P2!» tonne l'ancien ministre de François Mitterrand Gilbert Baumet, qui en a lui-même été membre jusqu'en 1994. Depuis de longues années, sénateurs, chefs d'entreprise, restaurateurs et pontes du conseil général du Gard - dont son actuel président, Alain Journet - ont coutume de se retrouver sous les colonnes du temple de la rue du Cirque- Romain. Dans les années 80, la famille Pradille - dont le père fut un très haut dignitaire maçon - tient les deux loges: le sénateur PS Claude Pradille, son frère, Pierre, et son beau-frère, Max Blondin, sont successivement les vénérables - c'est-à-dire les chefs - d'Echo.

Or, à l'intérieur de ces deux loges, on ne disserte pas uniquement sur l'avenir des valeurs républicaines. Les agapes qui suivent sont parfois l'occasion d'évoquer certains marchés publics. La société informatique de Max Blondin décroche ainsi un contrat de plus de 1 million de francs avec le conseil général. Mais les ordinateurs promis resteront invisibles, ce qui vaut une mise en examen à Blondin, exclu du Grand Orient dans la foulée. Un autre frère, Pierre Meynadier, patron de multiples sociétés, obtiendra, lui, une partie de l'important programme immobilier Nîmes Ville active - sur lequel la famille Pradille érige d'ailleurs un luxueux hôtel-restaurant, le Cesar Palace. Pour se concilier les bonnes grâces du conseil général, Meynadier invite son vice-président, Claude Pradille, le beau-frère de celui-ci, Max Blondin, et quelques autres frères chasseurs à des safaris. Tout ce petit monde tire le buffle en Tanzanie, en novembre 1991 et décembre 1992, et au Zimbabwe, toujours en 1992. Dans ce dernier pays, la société de Meynadier, CMF Equipement, achète également des trophées de chasse en 1994. Coût total de ces escapades africaines: 660 000 francs. «Ces safaris servaient à faciliter la réalisation et la poursuite de contrats et de marchés avec l'office HLM», a conclu le juge d'instruction. Mis en examen pour abus de biens sociaux, Meynadier a lui aussi été exclu du Grand Orient en 1995.

Un autre frère de la loge Echo 1 a eu droit à la même sanction à la suite de la pittoresque affaire dite «des moustiques»: il s'agit du maire de Lunel (Hérault), Claude Barral. Le comité départemental du tourisme du Gard lui a commandé une étude sur «les populations de moustiques» dans le bassin du Vidourle, une large rivière qui marque la frontière avec l'Hérault. Coût de ce rapport long de 12 pages: 320 000 francs. «Mieux que Xavière Tiberi!» se désespère un ancien initié d'Echo 1. Le Midi libre s'est amusé à en citer quelques extraits fort instructifs: «Le moustique se caractérise par un corps grêle, des ailes diaphanes, un appareil piqueur et suceur, se nourrissant de sucs végétaux»...

Barral, Meynadier et Blondin exclus du Grand Orient, reste le cas épineux de l'ancien sénateur Claude Pradille, qui a purgé une peine de trois ans de prison. Eu égard aux états de service maçonniques de ses ancêtres, le Grand Orient ne l'a pas exclu mais seulement suspendu provisoirement en 1995. Peu de temps après sa sortie de prison, à l'automne dernier, il a été réintégré dans la loge Echo 1, grâce au parrainage d'un influent syndicaliste FO et de son frère, Pierre Pradille. Une réintégration qui a fait grincer des dents, à Nîmes comme à Paris...

Les bonnes affaires de l'arsenal. L'univers opaque des grands contrats militaires commence lui aussi à causer quelques soucis aux responsables francs-maçons. Ainsi Serge Dassault, condamné en 1998 par la justice belge pour avoir versé des commissions occultes à des responsables politiques de ce pays, est actuellement sous le coup d'une suspension prononcée par le Grand Orient. Mais c'est dans le Var qu'une autre affaire embarrassante touche la maçonnerie. Lors de leurs investigations sur le scandale de l'arsenal de Toulon - on parle de 1 milliard de francs détourné à la Direction des constructions navales (DCN) - les enquêteurs sont tombés sur une étrange bâtisse de l'ouest de la ville, entourée d'un parc et dont le parking est protégé par un maître-chien. Un soir par semaine, à 19 h 30, nombre de protagonistes de l'affaire se retrouvent impasse de la Poudrière, sur cet ancien terrain militaire cédé à deux associations: le Foyer écossais et la Renaissance écossaise. Il s'agit de deux loges maçonniques rattachées à la Grande Loge de France.

Heureux hasard, hauts gradés et chefs d'entreprise qui traitent avec la Défense nationale sont des assidus de ce rite écossais. Ainsi, Philippe Marty, un officier du corps technique et administratif de la Marine, qui a la haute main sur certains marchés militaires, y croise des patrons de sociétés spécialisées dans l'informatique, la plongée sous-marine ou les systèmes de catapultage pour porte-avions. Celles-là mêmes qui signeront d'avantageux contrats avec l'arsenal... Dans ce dossier toulonnais, les pots-de-vin vont se multiplier, sous la forme de vacances au Vietnam, de meubles de prix ou tout simplement de versements occultes. Au total, plusieurs dizaines de personnes, dont des officiers, ont été mis en examen pour corruption ou abus de biens sociaux. Une demi-douzaine d'entre elles fréquentaient assidûment les deux loges écossaises de la GLF.

Les dérives de ces réseaux militaro- affairistes, souvent très secrets, où les marchés se chiffrent en dizaines de millions, n'ont pas échappé aux obédiences maçonniques. Dans une circulaire envoyée le 25 juin 1999, le conseil de l'ordre du Grand Orient de France alertait le vénérable de chaque loge: «Je te demande d'attirer l'attention de tes frères sur le GADN [Groupement amical de la Défense nationale]. En effet, les informations qui nous sont parvenues donnent à penser que son fonctionnement est sujet à questionnement. [...] Nous conseillons donc la plus extrême prudence envers cette association...»

Qu'est-ce que ce mystérieux GADN? Une fraternelle, c'est-à-dire un regroupement de francs-maçons venus d'obédiences différentes mais appartenant à la même branche professionnelle. Il en existe des centaines en France: fraternelle de La Poste, de l'enseignement, du bâtiment, des hôpitaux, de la police ou du palais (laquelle réunit magistrats et avocats)... L'une des plus anciennes et des plus honorables, la fraternelle parlementaire, regroupe 450 membres, recrutés dans les deux Assemblées, les ministères et le Conseil économique et social. «C'est dans ces structures mal contrôlées par les obédiences que l'on constate les dérives les plus graves», explique Xavier Pasquini, chargé du suivi des fraternelles au Grand Orient. Dans certains secteurs plus exposés que d'autres, comme le bâtiment ou l'immobilier, les festivités qui suivent les réunions sont souvent l'occasion d'évoquer marchés et contrats... Certains maçons s'inquiètent aussi de la multiplication de ce qu'ils appellent les «fraternelles business», comme ces curieux Clubs des 50 ou les Carrefours de l'amitié, qui regroupent le gratin des frères autour d'objectifs nébuleux. Dans une note interne datée du 22 mars 1999, le Grand Orient alerte les vénérables de toutes les loges: «Certaines fraternelles se positionnent hors de tout contrôle de fonctionnement, ce qui permet à des frères maçons en activité ou radiés d'utiliser ces structures pour des démarches affairistes. [...] On y trouve aussi des membres appartenant à des groupements à paravent maçonnique qui ne sont reconnus par aucune des grandes obédiences.»

Les tribunaux de commerce illustrent bien les risques créés par les fraternelles. Ainsi, à Marseille, on estime à 30% la proportion de juges consulaires membres de la franc-maçonnerie. A Paris comme à Nanterre, à l'occasion d'affaires retentissantes, l'ombre de la maçonnerie d'affaires a également plané sur ces réseaux où se mêlent juges consulaires, experts assermentés, administrateurs judiciaires... On en trouve d'ailleurs trace dans le rapport de la commission d'enquête parlementaire sur les tribunaux de commerce, animée par Arnaud Montebourg. Lors de son audition, le 28 avril 1998, Maurice Lafortune, avocat général à la Cour de cassation, s'est étendu sur le cas de Dominique Schmitt, un administrateur judiciaire en poste à Bobigny. «Quand il a été mis en examen, il m'est revenu que, sur la place parisienne, on avançait qu'il ne lui arriverait rien, qu'il était franc- maçon et qu'il avait l'appui de la profession», raconte le magistrat. Le soutien supposé des frères ne fut en tout cas pas suffisant pour éviter de lourds ennuis à Dominique Schmitt, qui fut condamné pour malversations à deux ans de prison avec sursis. Il était alors accompagné dans le box des accusés par Pierre Bourdon, ex-président du tribunal de commerce de Bobigny, et par les anciens juges consulaires Bernard Beretzki et René Touzet. Tous seront condamnés à des peines similaires.

L'affaire qui leur a valu cette disgrâce a pris forme dans l'ombre de la loge Erasme de la Grande Loge nationale française (GLNF). Elle concernait une entreprise de plus de 600 salariés, la société de chauffage et plomberie Zell, alors en difficulté financière. De manière étonnante, cette société passa sous la coupe d'un magistrat du tribunal de commerce, M. Beretzki, qui présentait l'intéressante particularité d'être un concurrent de la plomberie Zell et un des membres de la formation qui avait ouvert la procédure de redressement judiciaire contre cette même société. Juteux mélange des genres...

Et puis cette affaire n'échappe pas non plus à un épisode quasi romanesque, comme la franc-maçonnerie en sécrète parfois. L'histoire veut, en effet, que les principaux protagonistes de ce dossier aient participé à un rendez-vous de chasse dans un domaine géré par un frère de haut rang. A l'occasion de cette journée entre maçons de diverses obédiences, les accusés de Bobigny violèrent l'interdiction de se rencontrer prononcée par la justice. Ce qui envoya l'un d'entre eux derrière les barreaux. Un homme fut interrogé sur cette journée où l'on put notamment croiser un membre du cabinet du garde des Sceaux de l'époque, Pierre Méhaignerie. Ce témoin décéda, quelque temps plus tard, d'un accident de chasse.

Au-delà des tribunaux de commerce, la justice dans son ensemble n'est-elle pas perméable à certains réseaux maçons? Depuis que le procureur de la République de Nice, Eric de Montgolfier, a dénoncé l'existence d'une «maçonnerie d'affaires», suspectée de nuire au bon fonctionnement de la justice sur la Côte d'Azur, le sujet n'est plus tabou. «Grâce aux déclarations du procureur, on peut enfin dire tout haut certaines choses, crever des abcès», se félicite un avocat. Parmi ces abcès, les protections dont aurait bénéficié Michel Mouillot, ancien maire de Cannes, mis en examen et écroué par le juge Jean-Pierre Murciano en 1996. Ce magistrat grassois, visé par une procédure disciplinaire et une mise en examen, avait expliqué à Eric de Montgolfier, lors d'un long et discret entretien, au cours de l'été 1999, que l'origine de ses ennuis venait qu'il s'était attaqué, à travers Michel Mouillot, mais aussi d'autres dossiers sensibles, à des réseaux maçons, en l'occurrence à la GLNF, très influente dans les Alpes-Maritimes. Une entrevue sans doute à l'origine de la spectaculaire sortie du procureur en octobre dernier... Au cœur des interrogations, la loge dite «des Fils de la vallée», basée à Mouans-Sartoux, où se sont notamment côtoyés Michel Mouillot et Jean-Paul Renard, le très critiqué doyen des juges d'instruction de Nice, mais aussi des hommes d'affaires influents, des policiers... «Michel Mouillot nous a quittés dès qu'il a été mis en cause dans l'affaire Botton, plaide le porte-parole de la GLNF. Quant à Jean-Paul Renard, il nous a présenté lui-même sa lettre de démission, à la fin de 1997, et a nous a quittés effectivement en avril 1998.» Près de quatre mois après ses déclarations chocs, Eric de Montgolfier, qui a provoqué un beau tollé, ne regrette rien. Bien au contraire. «Depuis, je ne cesse d'être contacté par des francs-maçons qui me félicitent d'être monté au créneau. Ils m'expliquent qu'eux-mêmes en ont assez d'être soupçonnés sous prétexte qu'ils sont maçons, qu'il faut faire le ménage et chasser les brebis galeuses...»

La justice maçonnique frappe. Il poursuit: «Des sources maçonniques et policières dignes de foi font état de perquisitions effectuées au siège de la GLNF [...]. Si cela était confirmé, l'opacité ne pourrait être maintenue [...]. Sans doute, compte tenu aussi d'autres interrogations au sein de l'obédience, faudrait-il faire réaliser une enquête et un audit juridique et comptable interne, notamment des opérations de construction du siège.» Et de conclure: «Faute d'une manifestation vigoureuse d'autorité, de réaffirmation d'une vraie fraternité et d'un raffermissement moral, [notre obédience] se trouverait plus encore entraînée dans la spirale des trafics d'influence et de compromissions de nature à plonger l'ordre dans une crise majeure»...

D'autres frères prendront le relais des véhémentes critiques de Pierre Marion. En août 1996, Pierre Bertin, un ancien premier grand surveillant, s'adresse à ses frères: «Notre Grande Loge nationale française est en passe d'être déshonorée par une multitude d'affaires scandaleuses. Non seulement on nous ment à ce propos, mais, de plus, le silence ou le discours imprécis, l'exclusion et la menace ont créé une situation devenue proprement insupportable et inadmissible.» Plus loin, l'auteur de ce texte au vitriol évoque la démission d'Alexandre de Yougoslavie, assistant grand maître, et du sénateur Etienne Dailly, grand maître, révoltés par certaines pratiques.

Et Pierre Bertin d'égrener une impressionnante liste d'affaires «qui causent un énorme préjudice à notre obédience»: le carnage du Temple solaire, le dossier de l'ARC, celui des cliniques de Marseille, le scandale de la GMF, l'assassinat de Yann Piat, les affaires Pacary, Schuller-Maréchal, de la tour BP ou encore Conserver 21... Suit une autre liste, nominative, qui cite «certains des frères impliqués dans lesdites affaires». S'y côtoient hommes politiques, avocats, financiers... Porte-parole de la GLNF, Jean-Pierre Pilorge conteste l'amalgame fait par Pierre Bertin. «Il cite des gens qui n'ont jamais rien eu à voir avec notre obédience, d'autres qui y appartiennent mais n'ont rien à se reprocher. En revanche, certains ont bel et bien été impliqués dans des affaires qui les ont conduits à démissionner ou à être radiés par nos instances disciplinaires. Didier Schuller, Michel Mouillot et son fils Gil, mais aussi Jean-Paul Cacaud, mis en cause dans un dossier financier, ou encore Louis Sideri, un expert-comptable en fuite en Israël.» Le porte-parole de la GLNF critique les méthodes de ces deux «faux frères»: «Pierre Bertin est extrêmement manipulable; quant à Pierre Marion, en tant qu'ancien spécialiste du renseignement, il voit le mal partout.» Dans les semaines qui viennent, la GLNF devrait prendre des mesures disciplinaires à leur encontre. En clair, leurs jours au sein de l'obédience sont comptés...

D'autres maçons, eux aussi en rébellion contre l'affairisme prêté à certains de leurs frères, ont été exclus de leur obédience. C'est le cas d'Alain Pérochon, ex-membre de la loge la France de la GLF, dont l'activité, au sein d'associations parisiennes, lui a valu d'être radié. Il anime désormais, avec d'autres anciens maçons, une association baptisée «Thémis».

Certains préfèrent démissionner. Cet émoi interne et les interrogations de l'opinion publique amènent les principales obédiences à faire leur propre police. «Nous avons exclu en dix ans environ 20 frères mêlés à des affaires, explique Simon Giovannaï, le grand maître du Grand Orient, obédience plutôt classée à gauche. Mais certains préfèrent démissionner avant de subir les foudres de la justice maçonnique. D'autres encore sont suspendus provisoirement, en attendant que les tribunaux se prononcent.» Ainsi Roland Dumas, frère - peu assidu - du GO, a-t-il été suspendu à la suite de sa mise en examen dans l'affaire Elf. L'ancien ministre radical de gauche Jean-Michel Baylet, mis en examen pour malversations financières à Toulouse, devrait très prochainement connaître le même sort. Il fait partie de la loge parisienne Demain - dite «des ministres», tant ceux-ci y sont nombreux. On y trouve notamment Alain Devaquet, Roger Bambuck, Philippe Dechartre, Olivier Stirn. Jean-Pierre Soisson, qui en fit partie, en a été exclu pour avoir accepté les voix du Front national au conseil régional de Bourgogne. Un autre pilier de la loge Demain, l'homme d'affaires de gauche Max Théret, en avait lui aussi été radié après sa condamnation dans le scandale Pechiney. Mais il a récemment été réintégré parmi ses frères, tant pour son engagement lors de la guerre civile espagnole que pour son soutien financier à la gauche française. Tout comme Michel Reyt, patron de la Sages, une officine de financement politique occulte. Cofondateur avec Théret de la Fnac, Jean-Louis Pétriat (* lire le rectificatif) n'a, lui, pas eu droit à cette clémence: il a été purement et simplement exclu du Grand Orient à la suite de ses errements financiers à la tête de la GMF.

«Chez nous, les exclusions sont rares car nos membres sont rarement impliqués dans des affaires», minimise de son côté Jean-Claude Bousquet, grand maître de la Grande Loge de France. Il est vrai que son obédience n'a pas jugé bon, par exemple, de sanctionner ses membres mis en examen dans le dossier de la Mnef...

Souvent qualifiée d'obédience affairiste (voir l'article page 83), la GLNF, de son côté, affirme vouloir «faire le ménage». «En 1999, nous avons radié 71 membres, contre 30 l'année précédente, révèle Jean-Pierre Pilorge. Nous avons pris conscience de l'importance du sujet. On s'est doté d'un nouveau règlement général très strict en décembre 1997», continue le porte-parole de la GLNF, qui, chaque matin, épluche les journaux. «Je repère tous les noms de personnes impliquées dans des affaires et je vérifie dans notre fichier leur appartenance à la GLNF. Si besoin, nous ouvrons une procédure disciplinaire contre le frère pris en faute.»

Opération mains propres, donc. De sa réussite dépend la survie des idéaux de la franc-maçonnerie française. Le temps presse. Déjà, sous la pression des affaires, en Italie et en Grande-Bretagne, magistrats et policiers doivent déclarer leur appartenance à une loge. Une perspective inacceptable pour les 110 000 maçons français, viscéralement attachés à la culture du secret.

Thus, according to our information, the untraceable Alfred Sirven, the key man of the Elf business, member of the cabin faithful Friendly Truths, from Sète, in was excluded in 1993; Jean-Marie Guen, ex-owner of the Parisian PS, quoted in the file of Mnef, was erased République cabin in 1996. A fate which also knew the former deputy mayor of Béthune, Jacques Mellick, taken in obvious offence of lie in business OM-VA. Just like much of other personalities, as the Express train reveals it. The scandal of the national Mutual insurance company of the students of France (Mnef), which has, in particular, involved the resignation of Domenica Strauss-Kahn, is incontestably most sensitive of the moment. Its true release was however delayed by the man?uvres of a network frank-maçon. The former owner of the mutual insurance company coed, Olivier Spithakis, now imprisoned, is indeed member of the Large Cabin of France (GLF), just like some other protagonists of this file. With the c?ur of this politico-financial scandal, one finds Bruno Pelletier, a printer suspected of having carried out fraudulent invoices. When the legal threat around Mnef is specified, certain brothers implied in the business fear that Pelletier does not make awkward revelations with the investigators. In this spring 1998, the printer lives in Miami, in Florida, where it holds a restaurant. But its residence permit expires. Wouldn't it be possible to put it at the shelter in a discrete place? His/her Parisian friends think then of two brothers of the Spinoza cabin who live in Togo. They will organize the "exfiltration" of Furrier, who, after a turning by Cuba and Israel, unloads in Lome on April 3, 1998. His/her two "friends" unearthed a lodging to him and place at its disposal 250 000 franks in liquid. They even were with two fingers to buy a restaurant, the Galleon to him... Principal obediences The great East of France (GO) Founded in 1773, 42 000 members, 1 000 cabins Large French national Cabin (GLNF) Founded in 1913, 27 000 members, 1 200 cabins Large Cabin of France (GLF) Founded in 1738, 26 000 members, 660 cabins the strange Spinoza cabin. Questioned by the financial brigade one year later, Yves Autié, one of his two Togolese hosts, will not hide that the bonds maconnic played: "I cannot deny that I belong to the Spinoza workshop of the Large Cabin of France." And to add that these "philosophical bonds" were the base of the "confidence" which surrounded the installation of Furrier in Togo. Besides justice has between the hands the list of the initiates of the Spinoza cabin. But, for the hour, none the implied franks-maçons was erased by the Large Cabin France. Certain obediences are prompter to sanction. Thus the Great East it failed to dissolve purely and simply certain cabins. It was the case of Echo 1 and Echo 2, two workshops maconnic nîmois. "Echo 1 and Echo 2, it is the P2 cabin!" thunder the former minister of François Mitterrand Gilbert Baumet, who has of it itself be member until 1994. Since long years, senators, heads of undertaking, restorers and big shots of the general council of the Gard - of which its current president, Alain Journet - have habit to find itself under the columns of the temple of the street of the Romain Circus. In the Eighties, the Pradille family - whose father was a very dignitary mason - holds the two cabins: the senator PS Claude Pradille, his brother, Pierre, and his/her brother-in-law, max Cableway, are successively the worthy ones - i.e. chiefs - of Echo. However, inside these two cabins, one does not develop solely the future of the republican values. The reunions which follow are sometimes the occasion to evoke certain public markets. The data-processing company of max Cableway thus obtains a contract of more than 1 million franks with the general council. But the promised computers will remain invisible, this which is worth a setting in examination with Blondin, excluded of the Great East in the tread. Another brother, Pierre Meynadier, owner of multiple companies, will obtain, him, a part of the important real program Nimes Ville active - on which the Pradille family sets up a luxurious hotel with restaurant besides, Cesar Palace. To reconcile the good graces of the general council, Meynadier invites its vice-president, Claude Pradille, the brother-in-law of this one, max Cableway, and some other brothers hunters with safaris. All this small world draws the buffalo in Tanzania, November 1991 and December 1992, and in Zimbabwe, always in 1992. In this last country, the company of Meynadier, CMF Equipment, also buys hunting trophies in 1994. Total cost of these African escapades: 660 000 franks. "These safaris were used to facilitate the realization and the continuation of contracts and markets with office HLM", concluded the examining magistrate. Put in examination for abuse social goods, Meynadier has also excluded him from the Great East in 1995. Another brother of the cabin Echo 1 had right to the same sanction following the picturesque business known as "of the mosquitos": it acts of the mayor of Lunel (Herault), Claude Barral. The departmental committee of tourism of Gard ordered to him a study on "the populations of mosquitos" in the basin of Vidourle, a broad river which marks the border with Herault. Cost of this long report/ratio of 12 pages: 320 000 franks. "Better than Xavière Tiberi!" a former initiate is in despair of Echo 1. Barral, Meynadier and Blondin excluded from the Great East, remain the thorny case of the former senator Claude Pradille, who purged a three years sorrow of prison. Have regard with the maconnic states of service of its ancestors, the Great East excluded it but not only suspended temporarily in 1995. Little time after its exit of prison, in the last autumn, it was reinstated in the cabin Echo 1, thanks to the sponsorship of an influential FO trade unionist and of its brother, Pierre Pradille. A rehabilitation which made squeak teeth, in Nimes as in Paris... Good bargains of the arsenal. The opaque universe of the great military contracts also begins him to cause some concern with the persons in charge franks-maçons. Thus Serge Dassault, condemned in 1998 by Belgian justice to have poured occult commissions with political leaders for this country, is currently under the blow of a suspension pronounced by the Great East. But it is in the VAr that another embarrassing business touches masonry. At the time of their investigations on the scandal of the arsenal of Toulon - one speaks about 1 billion franks diverted at Management the shipbuildings (DCN) - the investigators fell on a strange masonry from the west from the city, surrounded of a park and from which the carpark is protected by a dog handler. One evening per week, at 7 p.m. 30, a many protagonists of the business find dead end of the Explosives magazine, on this old army ground yielded to two associations: the Scottish Hearth and Scottish Rebirth. They are two maconnic cabins attached to the Large Cabin of France. In this Toulon-native file, the bribes will multiply, in the shape of holidays in Vietnam, pieces of furniture of price or quite simply of occult payments. On the whole, several tens of people, whose officers, were put in examination for corruption or abuse social goods. A half-dozen of them assiduously attended the two Scottish cabins of the GLF. The drifts of these networks militaro- racketeers, often very secret, where the markets amount of tens of million, do not have escaped with maconnic obediences. In a circular sent on June 25, 1999, the council of the order of the Great East of France alerted worthy each cabin: "I ask you to draw the attention of your brothers to the GADN [ friendly Grouping of national Defense ]. Indeed, information which came to us gives rise to think that its operation is prone to questioning [... ] We thus advise most extreme prudence towards this association... " What this mysterious GADN? Fraternal, i.e. a regrouping of franks-maçons come from different obediences but pertaining to the same professional branch. There are hundreds in France: fraternal of the Post office, teaching, the building, the hospitals, the police force or the palate (which brings together magistrates and lawyers)... One of oldest and most honourable, the fraternal member of Parliament, gathers 450 members, recruited in the two Assemblies, the ministries and the Economic and Social Council. "It is in these structures badly controlled by obediences that one notes the most serious drifts", explains Xavier Pasquini, in charge of the follow-up with fraternal to the Great East. In certain sectors more exposed than of others, like the building or the real estate, the festivities which follow the meetings are often the occasion to evoke gone and contracts... Certain masons also worry about the multiplication of what they call the "fraternal businesses", like these curious Clubs of the 50 or the Crossroads of the friendship, which gather the gratin of the brothers around nebulous objectives. In an internal note March 22, 1999, the Great East alerts the worthy ones of all the cabins: "Certain fraternal position out of any control of operation, which allows brothers masons in activity or erased to use these structures for steps racketeers [... ] One finds there also members belonging to groupings with folding screen maconnic which are recognized per none great obediences." The commercial courts illustrate well the risks created by the fraternal ones. Thus, at Marseilles, one estimates at 30% the proportion of consular judges members of the frank-maçonnerie. In Paris as with Nanterre, at the time of resounding businesses, the shade of the masonry of businesses also planed on these networks where mix consular judges, sworn in experts, receivers... Besides one finds of it trace in the Commission Report of inquiry parliamentary into the commercial courts, animated by Arnaud Montebourg. At the time of its hearing, April 28, 1998, Maurice Lafortune, prosecuting attorney at the Supreme court of appeal, extended on the case from Domenica Schmitt, a receiver in station with Bobigny. "When it was put in examination, it returned to to me that, on the Parisian place, one advanced that it would arrive to him nothing, that it was frank mason and that it had the support of the profession", tells the magistrate. The supposed support of the brothers was not in any case sufficient to avoid heavy troubles in Domenica Schmitt, who was condemned for embezzlements to two years of prison with deferment. It was then accompanied in the dock by Pierre Bourdon, former president of the commercial court of Bobigny, and by former consular judges Bernard Beretzki and Rene Touzet. All will be condemned to similar sorrows. The business which was worth this disgrace to them took form in the shade of the Erasme cabin of the Large French national Cabin (GLNF). It related to a company of more than 600 paid, the company of heating and Zell plumbing, then in financial difficulty. In an astonishing way, this company passed under the cut of a magistrate of the commercial court, Mr. Beretzki, who had the interesting effect of being a competitor of Zell plumbing and one of the members of the formation which had filed legal proceedings of rectification against this same company. Juicy mixture of the kinds... And then this business does not escape either from a quasi romantic episode, like the frank-maçonnerie secretes some sometimes. The history wants, indeed, that the principal protagonists of this file took part in an appointment of hunting in a field managed by a brother of high row. With the occasion of this day between masons of various obediences, the defendants of Bobigny violated prohibition to meet marked by justice. What sent one of them behind the bars. A man was questioned over this day when one could in particular cross a member of the cabinet of the Minister of Justice of the time, Pierre Méhaignerie. This witness died, some time later, of an accident of hunting. Beyond isn't the commercial courts, justice as a whole permeable with certain networks masons? Since the public prosecutor of Nice, Eric de Montgolfier, denounced the existence of a "masonry of businesses", suspectée to harm the correct operation of justice on the Riviera, the subject is not any more taboo. "Thanks to the declarations of the prosecutor, one can finally say high certain things, to burst abscesses", is pleased a lawyer. Among these abscesses, protections whose would have profited Michel Mouillot, former mayor of Cannes, put in examination and écroué by judge Jean-Pierre Murciano in 1996. This magistrate grassois, aimed by a disciplinary proceedings and a setting in examination, had explained to Eric de Montgolfier, at the time a length and discrete maintenance, during the summer 1999, that the origin of its troubles came that it had been attacked, through Michel Mouillot, but also from other sensitive files, with networks masons, in fact with the GLNF, very influential in the Alpes-Maritimes. An interview undoubtedly at the origin of the spectacular exit of the prosecutor last October... With the c?ur of the interrogations, the cabin known as "of the Wire of the valley", based with Mouans-Sartoux, where in particular Michel Mouillot and Jean-Paul Renard côtoyés themselves, very criticized senior of the examining magistrates of Nice, but also of the influential businessmen, the police officers... "Michel Mouillot left us as soon as it was blamed in the Botton business, the spokesman of the GLNF pleads. As for Jean-Paul Fox, it presented itself to us his letter of resignation, at the end of 1997, and has left us indeed in April 1998." Nearly four months after his declarations shocks, Eric de Montgolfier, who caused a beautiful outcry, does not regret anything. Quite to the contrary. "Since, I do not cease being contacted by franks-maçons which congratulate to me to be assembled to the crenel. They explain me why themselves have enough of it to be suspected under pretext which they are masons, which it is necessary to make the household and to drive out the black sheep... New fact: it is from now on centre even obediences and cabins which the denunciation comes from the mixing business and politics. Witness this mail addressed on September 30, 1995 by Pierre Marion, ex-owner of the DGSE (French secret service) and dignitary of the GLNF, with the large Master of his obedience, Claude Charbonniaud. In this text, in the beginning intended to criticize the regularity of the elections of the sovereign large committee, the former owner of the secret service shows: "This attitude joined the refusal repeated that you opposed to all my requests written as large carries-sword openings of investigations and catches of academies measurements with respect to the brothers put in examination by profane justice [... ] as well as cabins making of the irregularities." Maconnic justice strikes. It continues: "Of the maconnic and police sources worthy of faith make state of searchings carried out with the head office of the GLNF [... ]. Other brothers will replace of vehement criticize of Pierre Marion. In August 1996, Pierre Bertin, a former first large supervisor, addresses to his brothers: "Our Large French national Cabin is on the way to be dishonoured by a multitude of scandalous businesses. Not only one lies us on this subject, but, moreover, silence or the vague speech, exclusion and the threat created a properly unbearable and inadmissible situation become." Further, the author of this text to vitriol evokes the resignation of Alexandre of Yugoslavia, large assistant main, and of the senator Etienne Dailly, large main, revolted by some practise. © Morris/Sipa Didier Schuller (GLNF). Always sought by justice, it resigned of its obedience. And Pierre Bertin to shell an impressive list of businesses "which cause an enormous injury with our obedience": the carnage of the solar Temple, the file of the ARC, that of the private clinics of Marseilles, the scandal of the GMF, the assassination of Yann Piat, the Pacary businesses, Schuller-Marshal, of the tower LP or To preserve 21... Another list, personal follows, which quotes "some of the brothers implied in the aforementioned businesses". Côtoient themselves there politicians, lawyers, financial... Spokesman of the GLNF, Jean-Pierre Pilorge disputes the amalgam made by Pierre Bertin. "It quotes people who never had anything to see with our obedience, others which belong to it but do not have anything to be reproached. On the other hand, some were indeed implied in businesses which led them to resign or to be erased by our disciplinary authorities. Didier Schuller, Michel Mouillot and his Gil son, but also Jean-Paul Cacaud, blamed in a financial file, or Louis Sideri, an auditor in escape in Israel." The spokesman of the GLNF criticizes the methods of these two "false friends": "Pierre Bertin is extremely easy to handle; as for Pierre Marion, as a former specialist in the information, it sees the evil everywhere." In the next few weeks, the GLNF should take disciplinary measures in their opposition. In light, their days within obedience are counted... Other masons, them also in rebellion against the mixing business and politics lent to some their brothers, were excluded from their obedience. It is the case of Alain Pérochon, ex-member of the cabin France of the GLF, whose activity, within Parisian associations, was worth to him to be erased. It animates from now on, with other former masons, a baptized association "Thémis". Some prefer to resign. This agitation interns and the interrogations of the public opinion lead principal obediences to make their own police force. "We excluded in ten years approximately 20 brothers mingled with businesses, explains Simon Giovannaï, the large Master of the Great East, obedience rather classified on the left. But some prefer to resign before undergoing the lightnings of maconnic justice. Others still are suspended temporarily, while waiting for that the courts decide." Thus Roland Dumas, brother - not very assiduous - GO, it was suspended following her setting in examination in the Elf business the former radical minister of Jean-Michel Baylet left, put in examination for financial embezzlements in Toulouse, should know the same fate very soon. It forms part of the Parisian cabin Demain - said "of the ministers", so much those are numerous there. One finds there in particular Alain Devaquet, Roger Bambuck, Philippe Dechartre, Olivier Stirn. Jean-Pierre Soisson, who formed part of it, in was excluded to have accepted the voices of the national Face to the regional council of Burgundy. Another pillar of the cabin Tomorrow, the businessman of left max Théret, had also erased him after its judgment in the Pechiney scandal. But it was recently reinstated among his brothers, as well for his engagement at the time of the Spanish civil war as for its financial support for the French left. Just like Michel Reyt, owner the Wise ones, a dispensary of political financing occult. Cofounder with Théret of Fnac, Jean-Louis Pétriat (* to read the corrigendum), did not have right to this leniency to him: he was purely and simply excluded from the Great East following his financial mistakes with the head of the GMF. "On our premises, exclusions are rare bus our members are seldom implied in businesses", minimizes on its side Jean-Claude Bousquet, large main of the Large Cabin of France. It is true that its obedience did not judge good, for example, to sanction its members put in examination in the file of Mnef... Often qualified obedience racketeer (see the article page 83), the GLNF, on its side, affirms to want "to do the housework". "In 1999, we erased 71 members, against 30 the previous year, reveals Jean-Pierre Pilorge. We became aware of the importance of the subject. One obtained a new very strict general payment in December 1997", continues the spokesman of the GLNF, which, each morning, peels the newspapers. "I locate all the names of people implied in businesses and I check in our file their membership of the GLNF. If need be, we open a disciplinary proceedings against the brother taken in fault." Operation clean hands, therefore. On its success survival depends on the ideals of the frank-maçonnerie Frenchwoman. The time is short. Already, under the pressure of the businesses, in Italy and Great Britain, magistrates and police officers must declare their membership of a cabin. An unacceptable prospect for the 110 000 French masons, viscéralement attached to the culture of the secrecy.
